On latest Catalina, you must remove the quarantine flag from the DMG image before mounting it to install, otherwise the install.app will not work.

To do it, open a Terminal window and execute:

`sudo xattr -r -d com.apple.quarantine ~/Downloads/Parallels_Desktop_15.1.2.47123_Toolbox_3.7.0.2768_by_TNT.dmg`

(execute without the quotes, the command is just 1 command line [this forum is breaking the command line in two lines, but is all together in ONE line])

Then you can mount the DMG and proceed with the installation. This is required on the latest Catalina 10.15.2 and later. I tested on 10.15.3 Beta (19D49f) and worked.
